LODESTAR JOURNALA chart guide might mention the ‘ruler of the second house.’ That is not automatically Venus. It depends on the sign at the start of the second house in the chart you are reading.
Find the house's starting sign
Choose a numbered house and find where it begins on your chart. That starting boundary is called the house cusp. Write down the zodiac sign shown there; the house number alone is not enough.
Match the sign to its ruler
Suppose the second house begins in Cancer. In traditional Western astrology, the Moon rules Cancer, so the Moon is the ruler of the second house in that chart. You are matching two labels, not calculating an outcome.
The ruler can differ from chart to chart
The second house does not always begin in Taurus, and Venus does not automatically rule it. Another chart can have a different sign at its second-house start. Check the sign on the chart in front of you before naming the ruler.

Is the house ruler just a planet inside that house?
No. The ruler comes from the sign at the house's start. A planet placed inside the house is a separate chart detail.
